But that shouldn’t be a big delay, as it’s revealed that the mod would still arrive this year. The news was revealed by Good-NTS, creators of the mod on GTA forums.
Accordingly, the mod has been delayed due to the inadequate time available for spending on modding, especially when given that it’s Liberty City that’s being worked upon. That doesn’t imply whether they are spending the extra time for improving the quality of the mod. But with what has appeared earlier, the mod does sounds promising and it should be a worthy wait. At least, the developer has confirmed that there aren’t any technical issues or legal issues paired with the reason

OpenIV mod will bring the entire map of Liberty City from GTA 4 into GTA 5. This will be achieved through an easy route by importing the existing levels from GTA 4 instead of opting for recreating the map from scratches. Players will be able to fly to the new city by hopping on to a plane to Liberty City, similar to how it was with the mod that let players visit Vice City inside GTA 5.
